Challenge: Creating a High-Speed Network for Remote Areas and Reducing the Digital Divide

The regional authorities of a client country launched a project to create high-speed infrastructure to serve highly remote communities and thus reduce the digital divide. They sought assistance in carrying out a public market consultation through a competitive dialogue for the design and implementation phase of the project.

Methodology: Needs assessment, technical specifications, and bid analysis

Chosen to lead this consultation process, Sofrecom implemented a two-phase methodology: first, conducting needs assessments and drafting technical specifications; second, analyzing bidders’ responses and providing recommendations for selection.

A key element of the consultation was ensuring the technical consistency of the project, particularly in highly remote areas within tropical rainforest environments.
