It particularly emphasizes the need to develop sovereign solutions in the areas of cloud computing, telecommunications, cybersecurity, and quantum technologies, while underscoring the importance of a coordinated approach among governments, businesses, and technology stakeholders. The analysis is based on a thorough assessment of the risks associated with dependence on foreign actors, as well as the opportunities presented by initiatives such as Gaia-X and SecNumCloud.
